Cycling laws... Again.

A while back JMG posted the City of Memphis cycling laws:

And here are the TN State Cycling Laws:

The only conflict I can see is that City Laws say to ride single file and State Laws allow riding two abreast.

A couple other conflicts are...

City of Memphis requires a Bell (or audible device) and Tennessee it is against the law.

City of Memphis you can ride your bike on sidewalks...
Tennessee it is against the law.
